Re-arrangement of roles. Thoughts?

After a little bit of thinking, we feel that some of the roles, (Agent, Hitman, schizo, etc.) are really underappreciated, underused, and it seems like they don't even exist. We're trying to think of a way where we can rearrange what roles come in at x number of players. This is a very interesting thing we'd love to accomplish, so we need your help for input how we can pull this off without shit going to pieces.

we can get one of them on 12 people one on 15 and maybe one on 18

My proposition is to have the agent come in at 9 along with the schizophrenic, bumping the snitch to 12 and bum at 13.  AT 13 introduce the prostitute and lawyer, at 14 the hacker, 15 the gypsy.  Keeping everything else the same.

8 player games should have an other role :/ since 50% is civ..
